OK.

Processing my example works just fine if the input file is in koi8-r
encoding and output is -Tutf8:

  groff -Kkoi8-r -Tutf8 lcuc > lcuc.txt

Unfortunately, I don't have enough time currently to find a solution
for your original problem.
