Some individuals within the Debian project expressed concerns about it
during the consultation process, before the licence was released, sure.
That was the point of the consultation process. But here's the log of
the bug that caused GPLv3 to be added to common-licenses in base-files
in 2007, less than two months after GPLv3 was released, which indicates
that it had already been accepted into the archive by the group
("ftpmaster") that makes routine determinations about whether licences
meet the DFSG:
