I think the first assumption is reasonable these days, and the second I
only notice if it's Adobe Reader.

Yes. It would be nice to have a ¶ by some of the destinations, e.g.
"BUGS" on the left of the line with ¶ on the right, with the aim of
doing a Copy Link Location for passing on to others? .../groff.pdf#BUGS
