[Groff] groff webpage re-design

I imagine we all agree that the groff webpage at gnu.org could
use a few improvements.  I've uploaded a proposed new design to
schaffter.ca.

This is just a mock-up, containing all the same info as is found on
the gnu.org page, although I did add a little more wording to the
introductory paragraph.

Also on the proposed webpage are links to our shiny, new mission
statement in both pdf and html versions.  Please take a look at both
and post comments if you have any.
