We could turn "Heinz-Jürgen Örtel" into "Heinz-J\[:u]rgen \[:O]rtel" 
BTW, in his mail address Mr. Oertel writes his last name without Umlaut.

I still get the message and only 4 files in tmac.
Once I reset LANG all files are installed.
