I will use the SUFFIXES in Makefile.am:
SUFFIXES = .1.man .n
.1.man.n:
...
SUFFIXES = .5.man .n
.5.man.n:
...
SUFFIXES = .7.man .n
.7.man.n:
...
On a test, it worked perfectly.
