At least with -ms or -mm you can write something like

.TS H
box;
cb cb cb
l l l.
Column 1<tab>Column 2
.TH N
a<tab>b
...
y<tab>z
.TE

So "Column 1<tab>Column 2" should appear on each page. groff_mm(7) does 
document these macros.
