Yes, Steffen's right. The `$' in `$c' is looking to the preprocessor
eqn as part of the inline equation delimeters set beforehand with `delim
$$'. Moving the `.de $c' definition to before the `.EQ' to `.EN' block
would seem the simplest solution.
