The PDF reference for version 1.4 says:
PDF prescribes a set of 14 standard fonts that can be
used without prior definition. These include four faces
each of three Latin text typefaces (Courier, Helvetica,
and Times), as well as two symbolic fonts (Symbol and ITC
Zapf Dingbats). These fonts, or suitable substitute fonts
with the same metrics, are guaranteed to be available in
all PDF viewer applications.
(Note last sentence.)
The PDF reference for version 1.7 also says:
Beginning with PDF 1.5, the special treatment given to the
standard 14 fonts is deprecated. Conforming writers should
represent all fonts using a complete font descriptor. For
backwards capability, conforming readers shall still provide
the special treatment identified for the standard 14 fonts.
So I guess now it's a "should" (vs. a "must" earlier).
