I cannot reproduce the problem you're having, using groff 1.22.4 on my
Debian system.
$ cat EXPERIMENTS/marks.roff
.nr a 1
.nr a +1
.tm a = \na
.nr aa 17
.tm aa = \n(aa
$ groff -Tutf8 EXPERIMENTS/marks.roff
a = 2
aa = 17
Can you show us what commands you're using? Maybe the output of "groff
--version" as well.
