That's correct, but if you know their Unicode code points, you can
define your own groff special characters to ease access to them.
$ cat EXPERIMENTS/horns-char.groff
.char \[horns] \[u1F608]
Get up to mischief with groff!
\[horns]
.pl \n[nl]u
$ nroff EXPERIMENTS/horns-char.groff
Get up to mischief with groff! 😈
