a morsel of groff 1.23.0 status

Hi folks,

I'm happy to report that I've been in touch with our GNU maintainer,
Bertrand.  He's facing an email backlog, but I think I was able to bring
him up to speed.

Here is part of what I told him.

As far as I know, all you need to do is:
