Anyone who speaks of code points above 0x7F as being "ASCII" literally
does not know what they are talking about.

Branden, you misparsed.

The bytes are “being above ASCII ([i.e., they are in the] 8 bit area [instead of in the 7 bit area that is ASCII]).”
