Debian Salsa and groff license

This seems a bit dubious.  I'm logged in and can't see how to fix it.

I guess GitLab is doing their part is the glorious struggle to defeat
copyleft (they'll catch up to Microsoft GitHub yet!).

Nevertheless it seems like an accuracy problem to me.

What can we do?
