I find this comment a bit puzzling.

Have you performed a build of groff from source since 1.22.4 was
released in December 2018?

Have you ever run "make check" from a groff build?  This procedure is
mentioned in the following files in our Git repository and distribution
archives.

HACKING
INSTALL.REPO
INSTALL.extra
PROBLEMS

Does the report generated after running "make check" constitute
compliance with a report system in your view?

One thing I would like to do is add support for Automake's
"installcheck" target.
