[bug#34779] [PATCH] gnu: neovim: Partially fix #34616.

* gnu/packages/vim.scm (neovim)[arguments](phases): Add phase 'patch-tic.

This fixes a segmentation fault in neovim, where an error return value
is passed in as a pointer.
