[bug#55125] [PATCH 2/9] gnu: tabixpp: Use #:make-flags.

* gnu/packages/bioinformatics.scm (tabixpp)[arguments]: Do not override the
build phase. Move the required make arguments to #:make-flags. Add
build-libraries phase.
