[bug#56427] [PATCH 5/6] gnu: saga: Update to 8.2.1.

* gnu/packages/geo.scm (saga): Update to 8.2.1.
  [build-system]: Use cmake-build-system.
  [arguments]: Set tests? to #f as there are no tests.
  Add phase for changing into saga-gis directory which contains the
  actual source code.
