I do not understand how to apply the proposed fix.
IIRC, python-build-system uses G-exps nowadays, so to use #$, all you
need to do is replace
(arguments `(#:phases (modify-phases ...)))
by
(arguments (list #:phases #~(modify-phases ...))),
no need for separate inputs.
