[bug#63766] [PATCH 4/4] gnu: glibc-2.33: Fix building for riscv64-linux.

* gnu/packages/patches/glibc-2.33-rawmemchr-miscompilation.patch: New
file.
* gnu/local.mk (dist_patch_DATA): Register it.
