Rewrite package using G-Expressions. Remove obsolete comments, options and
unused dependencies [1].

* gnu/packages/engineering.scm (poke)[inputs]: Remove json-c.
[arguments]: Use G-Expression. Remove obsolete comments and configure-flags.
