You mentioned the sip test *did* work in a 'guix shell'.  When
troubleshooting such problems, I usually go this route:

1. Does it work in a 'guix shell --pure'  ?
2. Does it work in a 'guix shell --container --network' ?
3. Does it work in a 'guix shell --container' ?
4. Does it work in a 'guix shell --container', after doing 'rm /bin/sh'
in the container?
