[bug#73652] [PATCH] gnu: jc: Update to 1.25.3.

* gnu/packages/admin.scm (jc): Update to 1.25.3.
[arguments]<phases>: In "hack-time-zone" phase, set the TZ environment
variable instead of substituting the timezone in tests.
