Why did you misquote the ticket? It says:
The h-client does not work with the current arrangement of pygtk, which is part of pygobject (https://pygobject.readthedocs.io/en/latest/), therefore it needs to be updated.
h-client readme says you need pygtk. pygtk's official website redirects to pygobject, which tells you pygtk should be used in a different way from the way it is used in pyclient. Therefore it is totally bug-worthy AIUI.
