[h5md-user] Version number instead of major+minor version numbers

Hi all,

Following Konrad’s proposal [1] to use an integer version number for
H5MD modules, I propose to do the same for the H5MD version.

The specification will not be revised as often as a software program,
thus single-level version numbers are practical. The benefit is
simpler H5MD version comparison by a computer program.

The first H5MD version would be "1".
