Follow-up Comment #1:

Just created a new security/access_rights.xml file for the health module. 

This file will have the common access rights for basic access right groups /
profiles.

At this point, I created the administrator access group and assigned it to the
"admin" user.

>From now on, since this access group is created, newly generated users won't
be able to access the Health menu unless access rights are assigned.
