[Health-dev] Changes from since 3.4 RC1 and next steps

Dear team

Here's the list of updates since Rc1. Thanks a lot Axel, Francisco,
Armand for the feedback !

In parallel, I have been creating the new server that will hold the
main components of the federation (HMIS node, Thalamus, postgres and
mongoDB). We should have it ready with RC2 late tomorrow.

In the meantime, keep testing and don't forget to submit the findings
to health-dev .
