Details:
The Federation Country configuration allows is used to get the emitting node
information on different context, such as the person Federation country code.
There is a unimplemented functionality reserved for possible future use,
related to automatically assign the person citizenship to the country code in
the party model.
To avoid confusion, best is to remove the field from the form and tree,
although it has no effect on the current functionality.
