good news,  today i have try msgmerge zh_CN.po health.pot, and finally find that health.pot is outdated too :-),  is it generared from the source of health 2.8 or 3.2?

We will update the po files from the translation teams. Once we have
them we will incorporate them to the stable release 3.6 and then update
the translation server templates with this information
