[Health-dev] WIP: remove deprecated module optparse

I have made a patch that removes the deprecated module optparse from the source code

It's WIP as I'm not sure of the proper way to submit this patch and not fully sure how to test it.

I would appreciate it if you could have a quick look at it, as I would like to help continue work on this project
