Details:

When trying to save a birth certificate of a person with missing (or altering)
DoB there is an error “Health.birth_cert_date mismatch”. For end users it
might by better to put a whole sentence like "The date of birth you entered in
the birth certificate does not match the one entered for the selected persons
People entry."
