[Health-dev] HMIS running on outdated werkzeug in production?

Hey,

searching for something else in the tryton documentation I ran into this:

"trytond -c <config file>

Warning: This runs the of Werkzeug development server which should not 
be used on production systems."

https://docs.tryton.org/projects/server/en/latest/topics/start_server.html

Following the documentation/standard packages werkzeug is used, actually 
even an outdated version of werkzeug.

I think we should change this...
