Dear community

Rafael, has made a package that contains the The OPS - Operationen und
Prozedurenschlüssel [1]

The OPS is an ICPM adaptation for Germany, and it will be available in 4.2
(under health_ops)

I believe that, starting 4.2, we should probably place these localization
packages (health_ops, health_icd10pcs,...) on their own space. It's something
that we should discuss.
