For example:

1.'I Certain infectious and parasitic diseases' will have parent 'ICD-10'
2. '1A00–1H0Z Certain infectious or parasitic diseases' will have parent
'ICD-11'


In the future, we may use ICD-11, but for  data integrity, we need keep ICD-10
exist too, 

When both health_icd10 and health_icd11 installed, category form looks very
quite messy at the moment
