Today I try to test translation of health_disability.

I edit the below files:

 activity_and_participation.xml
 body_functions.xml
 body_structures.xml
 categories.xml
 environmental_factors.xml

and let noupdate="0"

then I upgrade health_disability module, but translation do not effective, I
do not know why,

I reinstall gnuhealth to test again,   translation of health_disability work
well.
