[Health-dev] DHIS2 module

Hi there,

I created a branch wip-dhis2 in the HIS repository for the DHIS2 module.

It has two commits:

- One contains the state after the initial master thesis 
https://codeberg.org/gnuhealth/his/src/commit/70b54dd7043e22b0d85e71d5432873da1935405b

- Next one after the follow up bachelor thesis: 
https://codeberg.org/gnuhealth/his/src/commit/fc345394d19df1c4ceb067cd5889824b788880c6

This would not only need to get migrated but reviewed, improved, 
documented, etc.

Let's see if it can be part of the upcoming 5.0 release!
