I am sorry for my English. Last chance to explain my task today.

:)))) Practical instance.

- Administrators from France, Italy, Germany and Syria use a common access to GNUHealth.

- EU Commission can see data from France, Italy, Germany, Syria; sort by any field etc.

- At the same time

Germany Admin can create  list (i.e. records for Germany patients)

Italy Admin can create  list (i.e.  records for Italy patients)

France Admin can create  list (i.e. records for France patients)

Syria Admin can create  list (i.e. records for Syria patients)

AND

- No one of Admins must not to see patients from each other!

When Syria's patients moving forvard from Syria to France - EU Admin can see their at any time. But their moving will be reregistered after contact with Admin in France. It is not my task right now.

How I can create account access for each local Admins and they couldn't see patients from each other Admins?

Thank you.

PS. It seems that all of you use full list visible.

Maybe filtering by address (so that would also solve the moving from one district to another problem)

I can´t tell you exactly how to implement this but it might a good way to start.

No.
Sorry, once again
I need to build a corporate database around country. A one region must to see only their recordss, not all.
Only Administrator of database must to see all regions.

I'm not sure to understand. Do you mean that you will duplicate the
patient when they go to different region?
