Obviously it does not find gnuhealth-latest.tar.gz. Have both files been
stored in the same directory?
Otherwise you may compare:

Currently you are struggeling with the verification of the signature of the
latest GNU Health version - this is not related to the upgrade.
Did you take a look at:
https://en.wikibooks.org/wiki/GNU_Health/Upgrade ?
Please note that the upgrade of a vanilla installation is slightly different
from an upgrade of a package installation.
