Yes. Most notably commercial Unixes and embedded systems. Bash is available 
pretty much everywhere, but it not being in a default install can be an issue 
for some. Also, believe it or not, there are apparently still companies out 
there that have policies against the use of copyleft, or open-source software 
in general.

A lot of embedded systems use busy box.

Also a lot of systems prefer a more lighter weight shell, as the smaller code size makes it easier to validate.
