look in /etc/passwd if the new path really gets used
or anyway on #! scripts u may only want /bin/bash
so
mv /bin/bash{,.bak1} ; cp /usr/local/bin/bash /bin
I never, ever change the root account's shell to be something other
than the system default.
If ever something goes wrong on my system that results in root's shell
being unavailable for
some reason, you've pretty much got a dead system at that point.
