The problem is that Debian changed the su command's default behavior
in buster (Debian 10). You're just now feeling the effects of that.
There are many workarounds; see
<https://wiki.debian.org/NewInBuster#Changes> for a list.
I *personally* prefer the one where you fix Debian's brokenness by
creating the one-line /etc/default/su file, but you may have a
different opinion on how best to approach the issue.
... and I just now realized that you *aren't* in fact posting this to
a Debian mailing list, but instead, to a bash mailing list. So, I've
deleted a couple more paragraphs, and replaced them with this one.
Your question has absolutely nothing to do with help-bash, as it's a
Debian question. Nevertheless, having this answer on the help-bash
