How to specify pathname with special character

How to specify pathname with special character |

I have pathname that has space & '#' in the file name and cfengine won't
accept that in the files section. I have tried back slash & quote, no go.
Have anyone come across this before.
e.g.
$ cat cfengine.conf
control:
actionsequence = ( files )
files:
/apps/project#1/scan this file mode=-4000 action=fixplain
$ cfengine -p -f ./cfengine.conf
cf:wcalh00a:./cfengine.conf:5: File attribute with no value
cf:wcalh00a:./cfengine.conf:5: Illegal file attribute
cf:wcalh00a:./cfengine.conf:5: Unknown attribute this
cf:wcalh00a:./cfengine.conf:5: Unknown attribute file
