Here is the setup I use:
  DenyBadClocks = ( false )
  SkipVerify = ( ip_prefix  )
  AllowConnectionsFrom = ( ip_prefix )

This also lets the clocks be a bit out of sync.
ip_prefix = 192.168 for me :-)
