ignore command and links

Hi,
I use cfengine 1.6.3.

I have

ignore:
        linux::
                .journal

links:
        linux::
                /home +> /cired/zeus/home

And cfengine (invoked with -n) wants to link
/home/.journal to /cired/zeus/home

Is it normal ? In the doc (cfengine reference version 5.1) in the 1.6)ignore 
section at a place it is said that this command apply to file, tidy and copy, 
but at another place it is said that it is for file, tidy, copy and links.
