Small buglet in 2.0 beta 4

Before beta4, I ran cfservd like this:

"cfservd" restart \
    "/var/cfengine/bin/cfservd -f /var/cfengine/inputs/cfservd.conf"

(older versions of cfservd did not find cfservd.conf in
/var/cfengine/inputs by default)

With beta4, I see this in syslog:

Mar 7 22:00:15 squeaker cfservd[3595]: Input file
/var/cfengine/inputs//var/cfengine/inputs/cfservd.conf missing or busy..

It looks like cfservd appends whatever was given with -f to
/var/cfengine/inputs even when fully qualified.

The "workaround" for this bug is to just do this, since cfservd finds
cfservd.conf by default now:

    "cfservd" restart "/var/cfengine/bin/cfservd"
