when does cfexecd email output?

Hello All,
Why is it that when I run cfexecd -F it rarely sends me an email?
Specifically, when does cfexecd email the administrator specified with the
criteria below:
smtphost = ( x0319p01.nordstrom.net )
sysadm = ( buddy.lumpkin@nordstrom.com )
