Take a look at /etc/rc.d/rc.sysinit around line 644. Wipes out much of
/var/run on reboot. /var/run is normally considered to be volatile. If
the keys file can be relocated by configure option to some place not
volatile (like /etc), much better. Otherwise you'll need to change the
init script.
