cfengine 2.0.1 SplayTime behaviour

If I specify SplayTime in update.conf's control section, I find that
it is applied twice: once during the running of update.conf, and once
during the running of cfagent.conf. 

Is that what is supposed to happen? It's not what I expected. I don't
follow the need to delay again before doing the real work. 

However, setting SplayTime to 0 in cfagent.conf gets round the
problem, so it's not a major issue.
