I'm doing the check first to strip out packages already installed
because otherwise they can cause the rpm to fail.

In our case we're using it to maintain large compute farms of identical
systems, so blindly installing is just fine.  Systems that need special
treatment are dealt with elsewhere.

Related to this - does anyone have any tools for collating cfengine
reports?  With so many identical systems, if cfengine is going to notify
me, it is likely to send a similar message from a couple of hundred
other systems as well.  It would be helpful to have something that could
collect these messages and give me a summary of the day's cfengine
activity.
