module vars and control vars different?

If I have a cfagent.conf that looks like this:

=== cfagent.conf
        control:
                actionsequence = ( module:foo shellcommands )
                moduledirectory = ( <whereeverthatdamnedthingis> )

                bar = ( "one:two:three" )
        
        shellcommands:
                any::
                        "/usr/bin/echo $(foo)"
                        "/usr/bin/echo $(bar)"


=== module:foo
#!/bin/sh

echo "=foo=once:twice:thrice"

===

I get the following output:

cfengine:devhost: once:twice:thrice
cfengine:devhost: one
cfengine:devhost: two
cfengine:devhost: three


Am I missing something or does split mpt work on variables defined in
modules?
